Kyrgyz. Born in the village of Kegety, Chui region. Graduated from KSU (1958), postgraduate studies at the Institute of Philosophy and Law of the Academy of Sciences of the Kirghiz SSR (1963).
Worked as a lecturer at the Institute of Philosophy and Law of the Academy of Sciences of the Kirghiz SSR, head of the department at KSHI, deputy head of the department of the Central Committee of the Communist Party of Kyrgyzstan, director of the Institute of Philosophy and Law of the Academy of Sciences of the Kirghiz SSR, head of the President's Office of the Kyrgyz Republic, State Secretary of the Kyrgyz Republic, Minister of Education, Science and Culture of the Kyrgyz Republic, Professor at KRSU, since 2000 - Rector of KNU, Advisor to the President of the Kyrgyz Republic. Specialist in the field of philosophy.
Awarded the orders "Badge of Honor" (1983), "Manas" (2001), medals of the USSR, Honorary Badge of the Embassy of the Republic of Kazakhstan in the Kyrgyz Republic "Golden Bridge" (1996).
