Changes to the technical regulation on perfumery and cosmetic products come into effect in the EAEU

On December 24 of this year, updated provisions of the technical regulation concerning perfumery and cosmetic products will come into force within the framework of the Eurasian Economic Union (EAEU), as reported by the Eurasian Economic Commission (EEC).

The changes clarify the scope of application of the regulation, especially regarding cosmetics applied to various products. For example, this pertains to baby diapers containing moisturizing cream, as well as jeans with anti-cellulite treatments.

Additionally, the requirements for family cosmetic products have been updated, and the conceptual framework of the document has been revised.

One of the key innovations is the establishment of the possibility to conduct a toxicological assessment of perfumery and cosmetic products based on the analysis of the toxicological characteristics of ingredients using a computational method, bypassing the use of animals in laboratory testing.

Regarding the packaging of oral hygiene products, a requirement for monitoring the first opening of the packaging has been introduced, the EEC explained.

These changes will take effect on December 24, 2025, with the exception of two provisions that have been postponed.
The first postponed provision concerns perfumery and cosmetic products applied to items (excluding light industry goods). The regulation's requirements for such products will only be applied after the relevant interstate standards are included in the list of interrelated standards approved by the EEC Collegium Decision No. 177 of December 22, 2020.
The second postponed provision pertains to the possibility of conducting a toxicological assessment based on the computational method, which will come into effect on July 1, 2026.
