A memorandum of cooperation has been signed in the capital of Kyrgyzstan for the implementation of a public-private partnership (PPP) project aimed at the construction and operation of the Western Bypass Road.
The signing took place on January 23, 2026, at the National Investment Agency under the President of the Kyrgyz Republic. Among the signatories are representatives of the Ministry of Transport and Communications, the Bishkek City Hall, the National Investment Agency, OJSC "Eldik Bank," LLC "Bat Zhet," and the Chinese corporation China National Heavy Machinery Corporation (CHMC).
The Center for Public-Private Partnership will play an important role in supporting this project, ensuring effective interaction between government structures and private participants, as well as providing methodological and institutional support for the successful implementation of the PPP.
The main goal of the memorandum is to coordinate the joint efforts of the parties for the successful realization of a significant infrastructure project, which is intended to improve the transport logistics of the capital and reduce the load on Bishkek's road network.

The participants in the signing confirmed their interest in developing partnerships based on the principles of equality, mutual benefit, and openness. Projects for the construction of bypass roads are considered an important step towards improving the transport infrastructure of the capital and attracting foreign investment into the economy of Kyrgyzstan.
