New PPP agreements have increased investment inflow into the economy of the Kyrgyz Republic


According to the National Investment Agency under the President, by 2025, the project portfolio of the PPP Center has increased to more than 90 initiatives, with over 434 billion soms of private investments declared. Currently, 65 of these projects are in the implementation process. Over the year, 14 new agreements have been signed, allowing for the attraction of more than 3.9 billion dollars into the country's economy.

Among the significant investment projects of the year are the construction of an alternative paid tunnel, Kelechek, on the Bishkek–Osh highway through the Too-Ashuu pass, the implementation of the Trans-Eurasian route, the eastern bypass road of the capital, and a trade and logistics center in Kara-Suu. According to specialists from the PPP Center, these projects create a foundation for increasing the transit and logistics potential of Kyrgyzstan.

This year, several social facilities have also been commissioned, including the Bulak sports and wellness complex in Osh, the U Nexus Hub innovation center at the International University of the Kyrgyz Republic, and an MRI center based at the interregional clinical hospital.

On October 23 and 24, the IV International PPP Conference took place in Bishkek under the theme "State and Business: Synergy for Strong Partnership." The event was attended by Daniyar Amangeldiev, First Deputy Chairman of the Cabinet of Ministers, Ravshanbek Sabirov, Head of the National Investment Agency, Nurlan Akmatov, Director of the Eurasian Development Bank's representative office in Kyrgyzstan, and representatives of international business circles. Conference participants discussed partnership mechanisms and investment attraction.

In 2025, the PPP Center, in collaboration with the EDB and the Kyrgyz-Russian Slavic University, implemented educational initiatives for training specialists. Training sessions for civil servants were introduced, and a curriculum was developed that meets international PPP standards. An Academy of PPP was also established, which includes a multimedia auditorium.

A significant impetus for the development of the sector was the amendments made to the PPP law. The procedure for launching small projects has been simplified, and the possibility of providing municipal land and property without bidding at a preferential rental rate has been provided. According to the PPP Center, these measures have contributed to increasing the transparency of procedures and the investment attractiveness of the sector.
