At the meeting of the Committee of the Jogorku Kenesh on Finance, Budget, Entrepreneurship, and Competition Development, Abirov pointed out that now catering establishments indicate prices in the menu including service charges. Previously, this percentage was 15%, of which 7-8% went to pay the waiters, while the rest remained with the owners. However, many cafes have increased this percentage to 20-22%, believing that government authorities may make new decisions affecting their income.

According to the deputy, he and other participants of the meeting, who often have lunch in cafes and canteens, feel that prices have indeed risen. "There is significant dissatisfaction in society regarding this increase. We cannot ignore this situation," he added.

Abirov also noted that food delivery is becoming increasingly popular. "Delivery is done quickly, but the cost has also increased. For example, if an order used to cost 1,000 soms, now with the services it amounts to 1,200 soms, plus 130 soms for delivery. This leads to an overall price increase of 34%!" the deputy emphasized.

Deputy Minister of Economy and Commerce Benazir Nurlanova explained that the choice of takeout dishes depends on the market segment: "There are different categories – economy, middle class, and prestige. The government resolution is not aimed at raising prices, but rather at establishing fair prices." She added that there are plans to reduce prices for dishes ordered with delivery.

Zhenaly Orozbaev, head of the Antimonopoly Regulation Service, confirmed that some establishments have raised prices by 23%, while others have done so by only 3-4%. He also reported that representatives of HoReCa intend to reduce delivery costs by 10%.

Abirov asked about the possibility of returning prices to previous levels. Nurlanova replied that this issue is not currently being discussed, as consumers should be informed of the final price before placing an order.

The deputy noted that consumers have always been able to calculate their expenses and added: "A mistake must be acknowledged. As a result, prices have risen by 30%, and now you want to reduce them to 20%. We could have lived with 15% before." Deputy Dastan Bekeshev also expressed the opinion that the government resolution should be canceled.
