According to Amanbaev, the exact amount of profit is currently unknown. He proposed that the deputies consider the project in three readings at once.
Mels Attokurov added that an audit is currently being conducted, which will be completed in the second half of February, and after that, the final amount will be known.
“In 2020, 2021, and 2022, we transferred 90% of the National Bank's profits to the budget, and starting from 2023 — 100%,” he noted, adding that the financial regulator agrees with the proposed draft law.
Deputy Daniyar Tolonov pointed out that similar draft laws have been under consideration for the third year and suggested not to rush their adoption, awaiting the results of the audit, emphasizing that the proposed procedure complies with the legislation.Amanbaev responded that after receiving the final data on profits, the Ministry of Finance will provide additional parameters.
“In 2023, 12.6 billion soms were transferred to the budget, and in 2024 — 45.7 billion soms. This year's expected amount can be compared with the anticipated revenues for 2025,” he added.
Deputy Ulan Primov expressed the opinion that the National Bank should retain part of the funds in its budget for updating its material and technical base and fulfilling its functions.
Dastan Bekeshev, in turn, expressed doubt that the leadership of the National Bank is unaware of the current financial situation.
“I don't believe that the chairman and his deputy are not aware of the economic activities. How is that possible? Why are they then occupying their positions?” asked the deputy.Amanbaev clarified that the preliminary profit amount is known and will be higher than last year. “This is related to the management of international reserves, including gold, currency, and securities,” explained the Deputy Chairman of the National Bank, adding that he would provide a written response, as this concerns international reserves.
Bekeshev noted that the practice of transferring profits has existed since 2017. “It seems that our budget really needs money. I will support this decision, but I would like part of the funds to be directed to schools and kindergartens. Last time, all the money was directed to housing construction. If this happens again, it will be very sad. Educational institutions should not be forgotten either,” emphasized the deputy.
