The development of domestic production is becoming a priority for the economy of Kyrgyzstan

Tilek Jumaliev, Deputy Director of the Center for Development and Promotion of Exports "Kyrgyz Export" under the Ministry of Economy and Commerce, announced the introduction of a number of support measures for exporters that will come into effect in 2026.

Producers will gain access to preferential loans as part of a pilot project, the mechanism of which has already been approved by the Cabinet of Ministers.

“The program involves the State Development Bank, the Eurasian Insurance Company, and the Guarantee Fund. Loans will be issued at an annual interest rate of 8%. There is also a compensation of 20% of transportation costs for exporting goods, 50% of expenses for implementing international standards, participation in exhibitions, and laboratory research abroad. Conducting seminars on consulting and training is also included in the plan. In Bishkek and Osh, producers were explained how to prepare export documents and register products on the Wildberries and Ozon marketplaces, as well as information about certification, labeling, and logistics issues,” added Jumaliev.


“An 'Export Accelerator' program will be launched to assist companies in the garment industry and frozen food production. Ten companies will be selected from each industry, and experts will help them improve production indicators, enter the markets of the EU and the Persian Gulf, establish new partnerships, and organize exhibitions in more than 15 countries, including France, Germany, Turkey, Malaysia, and the USA,” he emphasized.
The conditions created by the Cabinet of Ministers provide excellent prerequisites for the successful implementation of these initiatives.

Achieving Self-Sufficiency in Food

Kyrgyzstan has actively developed and achieved self-sufficiency in six main products in recent years: vegetables, potatoes, milk and dairy products, meat and meat products, sugar, and eggs.

However, the demand for flour products, vegetable oil, and fruits is still partially met through imports.

According to the Ministry of Agriculture, from 2020 to 2025, self-sufficiency indicators have significantly increased:

The increase in these indicators is a result of the implementation of the food security program developed by the Cabinet of Ministers.

Fish Feed Production Plant

The President also announced the recent launch of a fish feed production plant in Kara-Balta.

“Now fish farmers will be able to obtain feed directly from us. The quality of the feed produced at the plant meets European standards,” noted the president.
Ilgiz Shamenov, founder of the "Tian-Shan Trout" company, told the Kabar agency that this plant will fully meet the needs of the Kyrgyz market.

“Our plant has just started operating. It can be confidently said that there are no analogs in Central Asia. The feed is made from natural ingredients such as fish meal, soy, and fish oil, and currently, we produce 50 tons of feed per day. When we reach full capacity, production will reach 130 tons. Currently, about 30 people are employed at the plant, and after full launch, 100 jobs will be created. The products are already being supplied to stores and markets,” he added.
Construction Material Production in Kyrgyzstan

Sadyr Japarov also noted progress in the production of construction materials. “Previously, we depended on imports, but now a number of construction materials are produced in the country and even exported,” he said.

Support for domestic production is provided within the framework of programs developed by the Cabinet of Ministers.

Currently, Kyrgyzstan exports the following construction materials:

New construction material production enterprises opened in 2025:

- Jalal-Abad region: "Salih Stroy" (asphalt), LLC "Druzhba" (bricks), LLC "DiSiAi Kei Ji" (gypsum).

- Chui region: "Asyltash Keramiks" (tiles, porcelain stoneware), "Kant Cement Plant", "EiEiSi" (gas blocks), "Stilex" (aluminum profiles), "Metal Torg Service" (welding beams), "Ak Tash Kaltsit" (bricks, gypsum).

- Issyk-Kul region: "Global Beton" (reinforced concrete).

- Batken region: "Partner Shifer" (slate), "Avtomagistral" (asphalt).

- Naryn region: Concrete plant.

- Osh region: "El Plast" (double-glazed windows and frames).

According to Talantbek Karasartov, head of the industrial analysis department of the Ministry of Economy and Commerce, each of these enterprises has created at least 100 jobs. There are also plans to launch another 43 new construction material production plants. The Cabinet of Ministers actively supports such initiatives.

“The implementation of these projects is aimed at developing the industrial potential of the country, creating new jobs, attracting investments, and improving the export capabilities of the regions,” he reported.
Recently, the "Stilex" company opened a plant that will produce aluminum profiles and cast products. The modern production complex occupies 10,800 square meters and includes a foundry and extrusion shop, a painting line, warehouses, a quality control laboratory, and an administrative building. The plant will be able to produce from 1,400 to 1,500 tons of aluminum ingots and from 1,000 to 1,300 tons of aluminum products annually.
