Tailors' problems arose due to uncertainty with VAT on Wildberries — Amangeldiev

The First Deputy Chairman of the Cabinet clarified the situation in the garment industry during a meeting in the Jogorku Kenesh.



During the meeting in the Jogorku Kenesh, Deputy Umbetaly Kydyraliev raised the issue of the crisis in Kyrgyzstan's garment industry, which, according to him, deepened in the second half of 2025. He addressed the First Deputy Chairman of the Cabinet of Ministers Daniyar Amangeldiev with a question about the reasons for this situation.


“We absolutely cannot compete with Uzbekistan. Our country has the advantage of being a member of the EAEU, which Uzbekistan does not have. How is it that, while being in our own market, we are losing access to the largest one — the Russian market? Why have no measures been taken?” — the deputy expressed his concern.


In response, Amangeldiev stated that he does not believe that Kyrgyzstan has lost its positions in the garment industry.


“I do not see that we have lost opportunities or are losing in this segment. The garment industry is divided into several directions: wholesale tailoring, individual tailoring, and production for markets. In individual tailoring, we have a significant advantage — highly qualified specialists, and our competitors from Uzbekistan cannot compete there,” — he added.


As noted by the first deputy chairman of the cabinet, the main problems are related to working on the Wildberries platform.


“Difficulties arose due to entering the electronic trading platform and uncertainty with VAT payers. The Russian side has tightened control, as taxes were not being received in the Russian budget — Wildberries was not acting as a VAT payer. This led to problems with the 'Honest Sign', customs procedures, and determining tax status,” — Amangeldiev explained.


He noted that this issue was discussed at a recent meeting of the Eurasian Economic Commission.


“Just recently at the EEC council, we raised this topic and practically found a solution. All details were agreed upon with our partner Wildberries,” — the deputy head of the Cabinet reported.


In addition, Amangeldiev pointed to measures to support the garment industry, including preferential loans at 6%, as well as interest-free loans from two state banks that have begun to be provided by presidential decision.
