Specialist in international logistics Dmitry Belov has contacted the editorial office of VB.KG, requesting the publication of his open letter to the President of the Kyrgyz Republic. In his letter, he highly praised the president's work, emphasizing the promptness and effectiveness of decisions made in the context of current political and economic instability. Belov is convinced that the ability of the authorities to consider the opinion of the people and support important ideas is a cornerstone for ensuring stability in the country. He proposes to create an Operational Headquarters under the Cabinet of Ministers of the Kyrgyz Republic, which will address issues of comprehensive security in cargo transportation and involve leading international experts.

Open Appeal to the President of the Kyrgyz Republic
Dear Sadyr Nurgozhoevich!
The first days of spring 2026 have become a real test for the whole world. The challenges faced by Central Asia require immediate and coordinated actions. Kyrgyzstan is currently responsible for coordinating the logistics of the Silk Road, as it is an important transit hub on several routes.
In the South Caucasus, they have already begun to practice convoys of cargo caravans, initially for humanitarian aid. However, the security situation for cargo transportation continues to deteriorate, which requires increased attention and urgent measures. Insurance companies have significantly raised rates for carriers on land routes in the South Caucasus and the Middle East. Given the ongoing military activity near the borders of Kyrgyzstan and the unstable situation on the Central Route between China and Europe, ensuring the security of cargo transportation has become a top priority for the entire region.
I insist on the creation of an "Operational Headquarters / Working Commission on Comprehensive Security of Cargo Transportation" under the Cabinet of Ministers of the Kyrgyz Republic with the involvement of international experts.
The main task of the Operational Headquarters should be to develop measures to ensure the security of cargo transportation. Effectively addressing this task requires high-tech infrastructure: satellites in orbit, communication towers, and electronic warfare systems on the ground. Our partners in the Shanghai Cooperation Organization (SCO) possess such capabilities.
Considering the complexity and importance of the issue of ensuring comprehensive security for Silk Road cargo transportation, I am ready to actively participate in the formation and work of the Operational Headquarters.
