Early elections to the City Duma: A candidate for deputy has been issued a warning, and an administrative fine has been imposed on his authorized representative.

In Kyrgyzstan, the Central Election Commission (CEC) reviewed a complaint from Kamchybek Asanov, in which he points out possible violations by Ismanali Joroev, a candidate from electoral district No. 1.

In his appeal, Asanov claims that Joroev distributed money to voters during the election campaign, which contradicts current legislation.

In response, Joroev's authorized representative, Baymurat Bekmuratov, also submitted a complaint to the CEC, stating that Asanov is spreading false information and conducting black PR against the candidate, and requests measures to be taken against him.
Following Asanov's signal, on November 20, 2025, a report was sent to the Internal Affairs Department of the Leilek District regarding the need for an investigation. However, no criminal case was initiated. During the investigation, all involved parties were interviewed. It was established that the citizens mentioned in the complaint transferred money unrelated to the election campaign. It was also confirmed that Asanov received cash from Joroev's election headquarters. These factors may serve as grounds for applying measures according to electoral legislation.

According to the norms of electoral legislation, the registration of a candidate may be canceled if the funds received in their election fund exceed 0.5% of the total financing volume.

During the investigation, the Leilek Internal Affairs Department established that Joroev's fund amounted to 1,871,420 soms, and as of November 24, 2025, the total amount of incoming funds reached 6,869,420 soms.

At a meeting of the Working Group held on November 24, 2025, Asanov, Senior Investigator of the Leilek Internal Affairs Department S. Janazakov, as well as Joroev's representatives — Bekmuratov and A. Abdysalamov, and other participants in the process were invited to give testimony.

At this meeting, Asanov confirmed that he received 10,000 soms from one of Joroev's campaign members.

The Working Group proposed imposing an administrative fine of 75 calculated indicators on Bekmuratov according to Article 65 of the Code of Offenses, and issuing a warning to Joroev.

As a result, in accordance with the legislation, the CEC of the Kyrgyz Republic decided to impose an administrative fine on Bekmuratov and issued a warning to candidate Joroev.
