Sadyr Japarov made a statement following negotiations with Vladimir Putin

Japarov emphasized: “Kyrgyz-Russian relations are based on many years of friendship between our peoples, cultural interconnection, and a common historical heritage. I would like to reaffirm Kyrgyzstan's unwavering commitment to strengthening allied relations and strategic partnership with Russia, which undoubtedly aligns with the long-term interests of our country.”

During an informal conversation with Putin that took place the day before, current agenda issues were discussed. We noted the high results of Kyrgyz-Russian cooperation and thoroughly reviewed the implementation of previously reached agreements that were signed in Moscow in July of this year. Today, in an expanded format, with the participation of heads of key ministries, we discussed numerous issues in a trusting atmosphere.

Progress was recorded on several topics, and relevant instructions were given on some areas. Overall, we highly appreciated our bilateral interaction at all levels. Government agencies received instructions to accelerate joint efforts to create new directions for our cooperation.

In the presence of journalists, new bilateral documents were signed in the fields of education, healthcare, migration, security, and economic interaction. It is worth noting that the legal framework for our cooperation includes more than 400 agreements, which is a unique indicator compared to other countries.

As an important outcome of our meeting, we signed a Joint Statement on further deepening our alliance and strategic partnership, which outlines the key aspects of our cooperation. We also highly appreciated the traditional interaction within international organizations such as the UN, CIS, EAEU, CSTO, and SCO, where we share similar views on many issues.

I want to express my gratitude to the Russian side for our joint work within the framework of our chairmanship in the CSTO and look forward to similar cooperation within the Shanghai Cooperation Organization. We agree that the Russian aviation base in Kant plays a crucial role in ensuring stability in Central Asia.

We also discussed issues of trade and economic cooperation. Russia occupies an important place among Kyrgyzstan's trading partners, accounting for 22% of the country's total trade turnover. We hope that in the coming years we can reach the mark of 5 billion dollars in mutual trade.

It is also important to note the investment direction: the volume of Russian investments in the first half of 2025 reached 110 million dollars. Currently, there are more than 1,800 companies with Russian participation operating in Kyrgyzstan, which accounts for a third of the total number of foreign companies. We support the initiative to create an Association of Russian Investors in Kyrgyzstan, which will help strengthen ties between the business circles of the two countries.

We also discussed the results of the last meeting of the intergovernmental commission on trade, economy, and humanitarian cooperation held in Bishkek. The Kyrgyz-Russian Development Fund has proven to be one of the key drivers for the development of our economic relations, investing over one billion dollars in more than three and a half thousand projects across the country.

Thus, the total volume of investments has already doubled the initial capital of the Fund. Currently, the fund is financing the construction of 14 facilities in the field of hydropower and renewable energy amounting to over 175 million dollars. We also discussed cooperation with the Eurasian Development Bank and the stabilization and development fund.

An important place on our agenda is occupied by the field of education, where we noted successful cooperation. More than 16,000 Kyrgyz students are studying in Russian universities, half of them on a budget basis. We are also pleased with the plans to modernize the Kyrgyz-Russian Slavic University, and today we signed an agreement for the construction of a new campus.

The work on the construction of nine schools, initiated by us with Putin, is ongoing, and three of them are planned to be opened in 2027. We also maintain attention to the study of the Russian language, conducting humanitarian projects such as "Russian Teacher Abroad," which support the study of the Russian language in Kyrgyzstan.

Cultural ties between our peoples are actively developing. We successfully held the Days of Culture of Russia and Kyrgyzstan, and soon the Kyrgyz House of Science and Culture will open in Moscow, for which we are grateful to our Russian partners.

Discussing migration issues, we confirmed our interest in creating decent conditions for our citizens working in Russia and agreed on further cooperation in this area.

In conclusion, esteemed Vladimir Vladimirovich, the results of your visit to Kyrgyzstan give us reason to look optimistically towards the future of Kyrgyz-Russian relations, which will undoubtedly deepen and develop further.”

As a result of the negotiations, the presidents signed several bilateral documents, including a Joint Statement on deepening the relations of alliance and strategic partnership.

The following documents were specifically signed:

— Memorandum of Cooperation between the Ministry of Economy and Commerce of Kyrgyzstan and the Ministry of Economic Development of Russia in the field of strategic planning;

— Agreement on the legal status of representations of the Ministry of Internal Affairs on migration issues;

— Agreement on the construction of a campus for the Kyrgyz-Russian Slavic University;

— Agreement on sanitary and epidemiological welfare of the population;

— Memorandum of Cooperation in the field of cardiology;

— Protocol on amendments to the Agreement on military-technical cooperation;

— Agreement of intent between "Kyrgyz Post" and "Russian Post."
