GNS: A 0.25% Tax and a 2% Discount on Gold Will Become the Basis for Support Measures for the Jewelry Industry

In his speech, Kubanychbek Isabekov announced the preparation of an extensive package of initiatives aimed not only at supporting jewelers but also at simplifying access to raw materials and increasing transparency in the market. One of the main measures was the reduction of the single tax for the jewelry sector to 0.25% in August of this year, which corresponds to the minimum tax rate applied in the garment industry.
Additionally, according to the presidential decree, there is a provision for a two-month legalization of residual goods. This will allow entrepreneurs to voluntarily declare their products without penalties, and tax will only be collected upon the sale of the products. Another important direction will be simplifying access to gold: priority for its acquisition is now given to the Cabinet of Ministers and the National Bank.
“The President has instructed to organize easier access to gold for local producers with a 2% discount off the market price,” added Kubanychbek Isabekov. This subsidy will allow jewelers to purchase gold at a lower price, produce items, and cover raw material costs from the revenue obtained, including the possibility of installment payments.
Additionally, a proposal from the business community is being considered to delegate the functions of testing and hallmarking jewelry products while adhering to all necessary standards. This will allow manufacturers to independently apply the hallmark, while the State Tax Service will maintain strict control over compliance with the norms.
There is also a discussion about the possibility of reducing tariffs for testing jewelry products, which currently amount to 34 soms per unit for imported products and 17 soms for local ones. This issue is under consideration; however, control in the industry will remain at a high level.
Furthermore, within the framework of specific assignments, a laboratory for the analysis and testing of jewelry products will be established at the "Manas" airport, which will help reduce logistics costs, expedite processes, and enhance the safety of transportation.
