Sadyr Japarov spoke at the meeting of the Supreme Eurasian Economic Council in Saint Petersburg

After the meeting in a narrow format, a session in an expanded format took place, which was attended by the President of Uzbekistan Shavkat Mirziyoyev (observer country), the Minister of Trade of Indonesia Budi Santoso, and the President of Cuba Miguel Díaz-Canel Bermúdez, who addressed the meeting via video message. The press service of the President of Kyrgyzstan reported that key issues regarding the functioning of the EAEU were discussed, and further steps for deepening integration processes were outlined.
Summarizing the year, Sadyr Japarov noted that the Union successfully coped with challenges, emphasizing the significance of 2025 for the socio-economic development of the member states. He highlighted that economic stability was achieved, the domestic market was strengthened, and cooperation was developed.

“Our economic cooperation is not just developing — it is strengthening. The volume of mutual trade has reached nearly 100 billion US dollars, which is a sign of trust and mutual support between our states,” Japarov stated, adding that the potential for growth in this area has not yet been exhausted.

He also pointed out the need to develop effective measures that will help increase the share of mutual trade in the overall volume of foreign economic activity. “A minimal number of barriers and low costs contribute to the stability of the Union and enhance its competitiveness,” the president emphasized.

Japarov stressed that when making decisions at the level of individual countries, it is necessary to consider the need to ensure transparency, stability, and predictability of trade conditions.

Speaking about Kyrgyzstan's results this year, he noted the positive dynamics: as of the end of 11 months, GDP increased by 10.2%, which is observed in sectors such as industry, construction, services, and agriculture.

In addition, the president confirmed priorities in the area of food and energy security, viewing them as important aspects of economic stability. He proposed considering the implementation of specific measures to support the agro-food sector to provide the population with safe and affordable products and to attract investments in modern technologies.

Regarding the main directions of the EAEU's international activities in 2026, Japarov noted that this document focuses on stimulating economic growth, developing mutual trade, infrastructure, and innovations.

“We consistently continue our course to expand the geography of partnerships and conclude free trade agreements, viewing them as an effective tool for enhancing the competitiveness of the economies of the EAEU member states,” he added, expressing confidence that the businesses of the united countries will be able to take advantage of the opportunities opened by the agreements with Mongolia, the UAE, Iran, and Indonesia, signed this year.

In conclusion of his speech, Japarov noted that Kyrgyzstan supports the initiation of negotiations with Uzbekistan on an agreement for the exchange of information in the field of trade, which will contribute to deepening interaction and increasing the transparency of trade procedures.

The president also confirmed Kyrgyzstan's commitment to Eurasian integration and readiness for constructive cooperation in all areas of the Union's activities.

As a result of the meeting of the Supreme Eurasian Economic Council in St. Petersburg, several documents were signed.

The leaders of the member states of the Eurasian Economic Union, including Kyrgyzstan, Armenia, Belarus, Kazakhstan, and Russia, approved a number of decisions, including:

— A decision to begin negotiations with Uzbekistan on an agreement for the exchange of information about goods and vehicles moving across the customs borders of the EAEU;

— The main directions of the EAEU's international activities for 2026;

— Guidelines for macroeconomic policy for 2026-2027;

— Implementation of the decisions of the Supreme Eurasian Economic Council from May 8, 2015;

— A draft decision on the procedure for the transfer of customs duties;

— A draft decision on approaches to harmonizing financial legislation;

— Approval of plans for liberalization in the field of services in construction;

— A concept for the development of tourism within the EAEU;

— A draft decision on the principles of liability for violations of mandatory product requirements;

— A draft decision on sanitary and phytosanitary measures;

— Approval of the amount of the fee for appeals to the EAEU Court;

— Chairmanship in the bodies of the Union;

— The time and place of the next meeting of the Supreme Eurasian Economic Council;

— Issues related to the personnel activities of the Chairman of the EAEU Court.
