At the meeting, issues related to the passage of the autumn-winter period of 2025–2026 in various sectors of the economy and among the population were discussed, and a report from the Ministry of Energy was heard.
According to the data presented, in 2025, electricity consumption in the country reached 19.3 billion kWh, which is 900 million kWh more than in 2024. Of this volume, 15.4 billion kWh was produced in the republic, and 3.9 billion kWh was imported.
At the same time, it is noted that this year in Kyrgyzstan, as in other Central Asian countries, there is a decrease in water levels. The Toktogul reservoir currently contains 9.102 billion m³ of water, which is 1.631 billion m³ less compared to the same period in 2025.
Experts express concerns that the lack of water may negatively affect electricity production volumes. In this regard, the necessity of adhering to established limits on electricity consumption was emphasized, although analysis shows that actual compliance with these limits does not always occur.
As for coal, to successfully pass the heating season, it is necessary to stockpile 3,174,792 tons of coal, and reserves of this resource are available in sufficient quantity. The heat and power plants in Bishkek and Osh also have the necessary reserves of coal and fuel oil.
Representatives of the Ministry of Labor and Social Protection, the Ministry of Health, the Ministry of Education, as well as the border service and authorized representatives of the president reported on the current state of the heating season, stating that there are no serious problems.
Bakyt Torobaev urged the heads of all state and municipal institutions to work in an intensified mode during the heating season. He emphasized the need for uninterrupted fuel supply to the population and important social facilities, as well as stable electricity supply and heating, and called for readiness for possible changes in weather conditions in the coming days.
