The Cabinet urged strict adherence to electricity consumption limits

During the meeting chaired by the Deputy Prime Minister and Minister of Water Resources, Agriculture, and Processing Industry Bakyt Torobaev, leaders of key government agencies, authorized representatives of the president in the regions, and heads of district administrations gathered.

Important aspects of the autumn-winter season 2025–2026 in the country's economy and for the population were discussed, and a report from the Ministry of Energy was presented.

Data showed that electricity consumption in the country continues to increase. In 2025, it amounted to 19.3 billion kWh, which is 900 million kWh more than in 2024. Of this volume, 15.4 billion kWh was produced domestically, while 3.9 billion kWh was imported.

It is worth noting that this year, as in other Central Asian countries, Kyrgyzstan is experiencing a decrease in water inflow. In particular, the water level in the Toktogul reservoir currently stands at 9.102 billion m³, which is 1.631 billion m³ less than in the same period in 2025.

Experts emphasize that the lack of water could negatively impact electricity production volumes. In this regard, they strongly urge strict adherence to established electricity consumption limits, which, as practice shows, are not always met.

Regarding coal, it is necessary to stockpile 3,174,792 tons of coal for a successful heating season, but coal reserves are sufficient. The heat and power plants in Bishkek and Osh also have the necessary supplies of coal and fuel oil.

Representatives from the Ministry of Labor, Social Protection, and Migration, the Ministry of Health, the Ministry of Education, the State Border Service, and authorized representatives of the president in the regions reported on the current situation during the heating season, stating that there are no serious problems.

Following the meeting, Bakyt Torobaev instructed all heads of state and municipal institutions to work in an enhanced mode during the heating season. He emphasized the need to ensure fuel supply for the population and key facilities, as well as stable electricity and heat supply, urging readiness for possible changes in weather conditions in the near future.
