Recent changes have been made to the Code of Offenses of the country in accordance with the Law "On Amendments to Certain Legislative Acts of the Kyrgyz Republic in the Field of Taxation, Social Insurance, and Non-Tax Revenues," which was adopted on December 31, 2025.
The established amendments strengthen the responsibility under Article 311 of the Code of Offenses for the illegal movement of goods and vehicles across the borders of the EAEU member states. The amounts of fines have been increased as follows:
- for individuals — from 10,000 to 20,000 soms;
- for legal entities — from 28,000 to 65,000 soms.
- for individuals — from 20,000 to 40,000 soms;
- for legal entities — from 65,000 to 100,000 soms.
The increase in cases of importing goods without the appropriate documentation in passenger cars has become a serious problem. This is done in order to evade control at the "Ak-Zhol" checkpoint on the Kyrgyz-Kazakh border. In particular, attempts to import unaccounted goods such as cosmetics, dietary supplements, medications, tobacco products, mobile phones, vapes, and electronic cigarettes are being recorded.
