EEC changes rules for importing goods from foreign marketplaces. This will also affect Kyrgyzstan.

The Council of the Eurasian Economic Commission (EEC) has adopted new rules regarding the import of goods purchased by individuals on foreign marketplaces. According to the official statement from the EEC, with the introduction of the new regulations, if the established threshold is exceeded, a duty of 5% of the value will be applied to the goods, as well as a minimum of one euro per kilogram. Special tariffs are provided for certain categories of goods, such as automobiles.

Currently, orders made by individuals through foreign marketplaces are subject to duties similar to international parcels: goods priced over 200 euros are subject to a 15% duty.

The EEC has also approved a list of goods that will require declaration without simplifications in accordance with amendments to the Customs Code of the EAEU. This applies to goods not intended for personal use (for example, tanning beds, engines, medical furniture, and slot machines), as well as goods requiring permits for import/export (weapons, hazardous waste, etc.), alcoholic and tobacco products, cash, and various vehicles.

EEC Minister of Trade Andrey Slepynev emphasized that this decision completes the creation of the necessary regulatory framework for implementing the amendments to the Customs Code, which were adopted by the heads of state in December 2023 and pertain to electronic commerce.

It is expected that the new electronic commerce rules in the EAEU will come into effect on July 1, 2026.
