
Participants in foreign economic activity have received a notification from the State Customs Service regarding the introduction of new rules concerning the import of electric vehicles. As of January 22, 2026, a decision by the Eurasian Economic Commission (EEC) Council, made on December 5, 2025, will come into effect, which exempts electric vehicles from import customs duties.
This exemption applies to "pure electric vehicles" (code 8703 80 000 3 of the EAEU Customs Tariff) and "series hybrids" (code 8703 80 000 5 of the EAEU Customs Tariff) that will be imported into Kyrgyzstan.
Additionally, from the same date, changes to the EAEU Customs Tariff concerning certain categories of vehicles will also come into effect (EEC Council Decision No. 110 dated December 23, 2025, and EEC Collegium Decision No. 81 dated September 23, 2025).
It is important to note that from January 1, 2026, neither the tariff exemption nor the quotas for the import of electric vehicles will be in effect, and they will only start functioning on January 22, 2026.
The State Customs Service strongly recommends that all participants in foreign economic activity take these deadlines into account when planning the import of electric vehicles.
