Service fee canceled, but prices are rising: cafes and restaurants face hefty fines

As of January 1, 2026, a new regulation came into effect in Kyrgyzstan that prohibits restaurants and cafes from charging a service fee.

However, as reported by the Antimonopoly Regulation Service, after the adoption of this decision, there have been instances where establishment owners formally canceled the service fee but effectively included it in the price of dishes. Such actions constitute a violation of the current legislation.
Control over compliance with the new rule has been entrusted to the Antimonopoly Regulation Service and the State Tax Service. Entrepreneurs who do not comply with the rules face fines.

In particular, for underweight goods, reduced portions, or deceiving consumers, fines of 16,500 soms for individuals and 51,000 soms for legal entities may be imposed.

A fine of 30,000 soms is provided for selling goods at prices exceeding the stated ones, while 15,000 soms applies to legal entities. Similar fines will also be imposed for the absence of price tags in the national currency.

Regulatory authorities have urged citizens to report any violations, especially if they concern the infringement of their rights.
