Today, new rules for calculating the recycling fee have come into effect in Russia. Now, owners of cars with an engine power of more than 160 horsepower and electric vehicles exceeding 80 hp must pay the fee at commercial rates. This was reported by the Russian service of BBC NEWS.
It is worth noting that most cars on the market have an engine power of less than 160 horsepower, so the changes will primarily affect crossovers, hybrids, as well as business sedans in the mid and premium segments. As a result, an increase in prices for SUVs, pickups, sports cars, and electric vehicles is expected.
The government explained these innovations by the lack of revenue from the recycling fee in the budget and the need to combat gray imports.
The announcement of the new rules has already led to an increase in demand and rising prices, occurring against the backdrop of a significant contraction in the market for new cars in Russia — as of January-October 2025, it has fallen by 22 percent.
The recycling fee is a one-time payment for the future processing of the vehicle. This amount is either included in the price of the car or paid by the person who bought it for personal use, rather than for resale. However, detailed reports on the expenditures of the recycling fee are not publicly available.
