Expert on how thermal power plants can support Kyrgyzstan's energy sector

In Kyrgyzstan, the Ministry of Energy is actively developing plans for the construction of thermal power plants (TPPs) that will be located near coal deposits, particularly in the Kara-Keche area. However, similar projects can also be implemented in other parts of the country.

According to experts, although modern coal stations do not align with the principles of "green energy," they are still environmentally acceptable and capable of producing electricity regardless of the season and weather conditions. This is especially relevant in light of climate change and potential periods of water scarcity.

Hydroelectric power stations, unlike TPPs, are subject to seasonal fluctuations: in summer, during the active melting of glaciers, they can generate enough energy, but in winter, when consumption increases, the water level in rivers decreases, negatively affecting electricity production. It is also important to consider the need to conserve the resources of the Toktogul Reservoir in winter, which becomes critically important for agriculture and food security not only in Kyrgyzstan but also in neighboring countries.

Experts note that TPPs have a competitive advantage due to reasonable electricity production costs, making their location near coal deposits particularly important. Ernest Karybekov, a specialist in water and energy resources in Central Asia, shared his thoughts on this matter with IA "Kabar."

“At these facilities, it is possible to use a slurry pipeline to transport coal directly to the TPPs. This will reduce costs, as fuel from the state deposit will be supplied to the boilers at nominal prices, and the cost of electricity could be around one som. If there are several such TPPs in Kyrgyzstan, this will provide a significant reserve of capacity, allowing us to meet all internal needs and effectively utilize the resources of the Toktogul Reservoir in winter.

The creation of several TPPs will allow for the formation of a complete energy ring within the country, which will synchronize with the unified energy system of Central Asia. This seems quite promising, considering that the cost of one kilowatt at thermal stations is approximately one som, while at the Toktogul cascade of hydropower plants with a full reservoir, it is about 25 tyiyns. This is beneficial for both the state and the population and businesses. We will be able to ensure the necessary energy reserve to meet the growing demand and develop industry.

However, it should be emphasized that all of this must be under state control — both the coal deposits and the generating capacities. The strategic sector must operate in the interests of the country and be managed by the government, which will ensure energy security and realize economic potential,” concluded Ernest Karybekov.
