Speaker and Member of Parliament Responded to the Criticism of Sadyr Japarov

At the parliamentary meeting on February 4, Deputy Kunduzbek Suleimanov expressed the opinion that the issues raised by his colleagues regarding private driving schools should not be viewed as populism.

“We must convey the opinions of the people to the leadership. The executive branch is obliged to take into account the criticism that we voice. If their reactions to our words are perceived as populist, it will lead to negative consequences. I, as someone who has recently worked in this field, also believe that the ten-month training period for driving is too long. This is not a personal position, but a reflection of the people's opinion,” Suleimanov noted.

He added that he previously supported the executive branch and believes that many successes have been achieved over the past time, but the deputies are ready to work on “correcting the shortcomings.”

Parliament Speaker Nurlanbek Turgunbek uulu continued the discussion, emphasizing the importance of respectful relations between different branches of power and pointing out that sharp criticism of deputies does not contribute to improving their image.

“Criticizing deputies is a path that leads nowhere good. Deputies represent the interests of the people and have the right to voice their problems and important issues. We support the executive branch and pass the necessary laws; however, the executive branch must also respect the parliament,” Torağa added.

Turgunbek uulu also noted that the goal of all branches of power is to strengthen the unity and welfare of the people. “I hope that the executive branch will take into account everything that has been said. The parliament should not be perceived as a formal structure without the ability to influence decisions. It has always occupied and will continue to occupy an important place in the power system,” he concluded.

The day before, President Sadyr Japarov expressed dissatisfaction with the criticism of deputies who discussed new changes in driver training and urged them to avoid populism.

“When sharp questions arise in society, some rush to speak out, wanting to attract the attention of voters without considering the consequences. It is important to understand the real benefits of the proposed solutions for the state and its citizens,” the president said.

Japarov suggested that deputies study issues more thoroughly before bringing them up for discussion, adding that it is important to organize open discussions involving representatives of the government and society.

On January 28, at a joint meeting of the parliament, deputies Janarbek Akayev, Kubanychbek Kongantiev, Dastan Bekeshev, Kunduzbek Suleimanov, Bolot Ibragimov, and Ulukbek Karybek raised the topic of changes in the driver training system and criticized the actions of the Presidential Administration.

Since the beginning of this year, the Presidential Administration has approved a new procedure for issuing driver's licenses and training in driving schools in Kyrgyzstan, announcing a transition to training in state driving schools.
