In the Uzgen District, the number of deputy akims has been reduced from 4 to 2

In 2024, a pilot project was launched in the Uzgen and Issyk-Ata districts, which involved temporary management of local departments of ministries and agencies through local state administrations. This project was based on presidential decree No. 326, signed on November 15, 2024, as well as on relevant resolutions of the Cabinet of Ministers.

As part of the project, four deputy akims were appointed. As Maksatbek Ibraimov, the deputy akim of the Uzgen district, explained, the program concluded at the end of January 2026. “We worked for a year, during which each deputy akim oversaw a specific area. For example, the deputy for economics also headed the district's financial department, while the head of the district state administration acted as the deputy akim,” Ibraimov added.

With the completion of the pilot project, the management structure returned to its previous format: the akim now has two deputies again, and other leaders are appointed by the relevant ministries. Currently, a new head of the education department has not yet been appointed in the Uzgen district. The Ministry of Education will propose a candidate, who will go through a competition, and after that, the district akim will approve them.

In March 2025, it was reported that four deputy akims had been appointed in the Uzgen district. These appointments were the result of a presidential decree that transferred temporary powers to manage district structures into the hands of pilot local administrations.

The personnel appointments in the Uzgen district included:

- Azamat Raimzhanovich Duyshiev – first deputy head of the administration, head of the territorial department of the Ministry of Finance.
- Maksatbek Turgunbekovich Ibraimov – deputy head of the administration, head of the education department.
- Imankazy Tolomushovich Abdrayev – deputy head of the administration, head of the agrarian development department.
- Isakbek Zulpuqarovich Kachybekov – deputy head, head of the apparatus.

It was previously reported that an administrative-territorial reform was being implemented in pilot mode at the level of rural districts and cities, which became the basis for increasing the efficiency of the work of regional divisions of state bodies. A project was developed to transfer the management of district structures to temporary local administrations.

The main goal of the project is to improve the socio-economic situation through the rational use of regional resources and to enhance the activity of local administrations. The presidential decree of November 15, 2024, approved the implementation period of the pilot project from January 1 to December 31, 2025, involving the Uzgen and Issyk-Ata districts. Temporary provisions and a standard structure for pilot local state administrations were also established.

Ministries and agencies involved in the project are required to ensure sectoral policy and provide methodological support on the ground, while the authorized representatives of the president in the Osh and Chui regions will oversee the implementation of the project.
