Daniyar Amangeldiev and EU Special Envoy David O'Sullivan Discussed Sanctions Issues

On February 26, an important meeting took place at the "Yntymak-Ordo" residence, attended by Daniyar Amangeldiev, the First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic, and David O'Sullivan, the European Union's Special Envoy for Sanctions, who arrived in the country on a working visit.

During the discussion, the main topic was issues related to sanctions. Daniyar Amangeldiev emphasized that the Kyrgyz Republic adheres to a professional and pragmatic approach to risk management and is actively developing measures to comply with regulations, financial control, and transparency in foreign economic activity.

The Kyrgyz side also noted that to enhance the effectiveness of export and financial control, it is necessary to distribute responsibilities among all participants in foreign economic activity, including European exporters.

An important aspect was the fulfillment by European suppliers of their own obligations regarding export control, which includes due diligence on counterparties, proper documentation of transactions, and providing a complete set of materials for the verification of end users and the designation of goods.

The financial sector also came under scrutiny. The Kyrgyz side reported on its initiatives to strengthen control mechanisms in commercial banks, including comprehensive checks of operations and blocking transactions that may violate established requirements.

Additionally, the need to create clear and transparent mechanisms was emphasized, including unified risk assessment criteria, agreed procedures, timely feedback, and the use of reliable and up-to-date information for making informed decisions and coordinating actions.

In discussing further steps, the parties noted the importance of preparing a joint action plan and determining the format of technical interaction to gradually address issues related to restrictive measures for specific commercial banks.

EU Special Envoy David O'Sullivan, in turn, noted the high openness of the Kyrgyz authorities and their readiness for an open dialogue on current issues, emphasizing that such transparency is the foundation of trust from the European Union and the international community.

He also reported that specific recommendations for further technical cooperation had been sent to the Kyrgyz side regarding the removal of Kyrgyz banks from the sanctions list and minimizing financial risks in the future.

David O'Sullivan added that the European Union expects progress in strengthening mechanisms for export and financial control.

At the end of the meeting, both sides confirmed their readiness to continue practical dialogue and cooperation in a working format.
