The First Deputy Head of the Cabinet of Ministers of Kyrgyzstan and the EU Special Envoy Discussed Sanctions Issues

Daniyar Amangeldiev, the First Deputy Prime Minister of Kyrgyzstan, held a meeting with David O'Sullivan, the European Union's Special Envoy for Sanctions, who arrived in the country on a working visit.

During the meeting, issues related to sanctions were discussed. Amangeldiev emphasized the pragmatic and professional approach of the Kyrgyz Republic to risk management, as well as the increasing measures for compliance, financial monitoring, and ensuring transparency in foreign economic operations.

The Kyrgyz side stressed that to enhance the effectiveness of export and financial control, it is necessary to distribute responsibility among all participants in the foreign economic chain, including European exporters.

It was noted that European suppliers must diligently fulfill their export control obligations, conduct due diligence on counterparties, properly document transactions, and provide all necessary supporting materials for the verification of end users and the designation of goods.

Particular attention was paid to the financial sector. The Kyrgyz side reported on specific measures to strengthen control in commercial banks, including comprehensive checks of operations and blocking transactions that may lead to violations of requirements.

Additionally, the need to create transparent mechanisms was emphasized, including unified risk assessment criteria, agreed procedures, timely feedback, and the use of reliable and up-to-date information for decision-making and coordination of actions.

During the discussion, it was also proposed to prepare a plan for joint actions and determine the format of technical interaction aimed at gradually addressing issues related to restrictive measures against certain commercial banks.

David O'Sullivan, for his part, highly appreciated the openness of the Kyrgyz authorities and their willingness to engage in an open dialogue on important issues, noting that such transparency contributes to building trust from European institutions and the international community.

He also reported that specific proposals for further technical cooperation aimed at removing Kyrgyz banks from the sanctions list and minimizing financial risks in the future had been sent to the Kyrgyz side.

The Special Envoy expressed hope for continued progress in strengthening export and financial control mechanisms from the European Union.

At the conclusion of the meeting, the parties confirmed their readiness for further practical dialogue and cooperation.
