President of Kyrgyzstan Sadyr Japarov has approved a decree regarding the introduction of a new monthly allowance called "Bala Irysy" for all children under the age of three.

These payments will begin on July 1, 2026, and will be provided for each child in the specified age category, regardless of the family's financial situation. The amount of the allowance will be 1,200 soms per month.

The decision to introduce the allowance was made in response to numerous appeals from citizens and is aimed at supporting families during the crucial developmental period of their children.

Sadyr Japarov noted: "As the Head of State, I see how many complaints are received about the system of state allowances, where receiving funds often becomes an insurmountable barrier. The real needs of many mothers remain unaddressed. Families are forced to seek help from the state, but instead, they face refusals and bureaucratic difficulties.

This is especially unacceptable when it comes to infants. It is during the early years of life that the basic physical and mental abilities are formed, which accompany a person throughout their life.

Therefore, in today's decree, I have instructed the Cabinet of Ministers to develop a new allowance "Bala Irysy." We understand that every child comes into the world with a unique irysy – their own happiness and blessing.

Some may say that this could lead to abuse. However, I am convinced that it is better to provide additional allowances to those who may not need them as urgently than to leave even one child who truly needs support without assistance. I strive for Kyrgyzstan to become a country where no child is left unattended. All our actions are aimed at the welfare of children and the future of the country. I am confident that the current economic upturn will allow us in the coming years not only to overcome poverty but also to ensure a decent life for every citizen of Kyrgyzstan.”

This social support measure aims to reduce the level of child poverty and guarantee assistance to families during the most important moments of their children's development. According to the National Statistical Committee, there are about 445,000 children under the age of three living in Kyrgyzstan.
