The main objective of this project is to ensure food security.
Chynaliyev specified that the pilot project will be implemented in Bishkek and the Chui region, and if it is successfully implemented, there may be an expansion to other regions of the country.
“Funding of up to 1.5 billion soms is allocated for the implementation of this initiative. These funds will be directed towards the creation of 10 production chains (clusters) in the field of livestock farming. Each chain will receive up to 150 million soms,” he added.
The project involves the complete development of the production cycle — starting from livestock fattening and ending with the sale of finished products. It includes stages such as fattening, light processing, slaughter, cooling, packaging, and selling meat.
The implementation of the project will be based on a cluster approach, within which three key chains will be formed in each cluster: production, processing, and sales. There is also the possibility of financing the import of livestock for fattening, although this is not a mandatory condition.
Entrepreneurs wishing to participate in the project must unite and distribute functions among themselves. For example, one participant may focus on fattening, another on processing and slaughtering, and a third on selling the finished products.
Funding will be provided through state banks, and participants will need to meet banking requirements, including having a credit history and collateral.
Chynaliyev noted that without uniting participants into a single cluster, obtaining funding will be significantly more difficult.
