Erlan Kokulov, a deputy of the Jogorku Kenesh, addressed President Sadyr Japarov with a request to increase respect for deputies among ministers. The president's response followed immediately.
“We do not approach ministers with personal problems, but represent the interests of the people, solving issues for citizens. However, ministers are not always ready to listen to us, and we have to wait at the entrance to the ministries,” the deputy expressed his dissatisfaction.
In response, the president noted that the decline in the authority of deputies is not related to the actions of the government, but to the behavior of the parliamentarians themselves.
“You undermine your own respect by discussing insignificant issues. How can you expect respect from the people when minor topics are raised? Deputies should focus on significant issues,” Sadyr Japarov stated during a parliamentary session.
“Often you raise trivial matters and allow shameful moments instead of addressing the pressing problems of citizens. Sometimes deputies come to ministers with their personal issues. But if a deputy represents the interests of the population, ministers should find time for dialogue and joint problem-solving,” he added.
The president instructed ministers to receive elected representatives out of turn, but only on matters concerning the state.
Sadyr Japarov called on deputies to cooperate with the cabinet of ministers. He made this statement within the walls of the Jogorku Kenesh.
The head of state noted that difficulties and shortcomings sometimes arise in work.
“The government can also make mistakes; there can be shortcomings in draft laws. If you notice deficiencies, work on correcting them. Involve the authors and hold discussions, and everything will fall into place. Last time, deputy Dastan Bekeshev opposed one of the draft laws, and at his request, one paragraph was excluded. I asked what the issue was. The Minister of Internal Affairs noted that the draft law was good; perhaps the deputy did not fully understand it. I suggested they explain the essence to Bekeshev. As a result, he was invited to ‘Yntymak Ordo,’ and within an hour, all questions were resolved. Ultimately, Bekeshev himself will present this draft law at the second reading,” Japarov summarized.
