In 2026, the implementation of 136,642 smart electricity meters (ASCUE) is planned in the Osh region. This initiative will be carried out by the Osh Electric Networks Enterprise, which is a subsidiary of JSC "NESC," according to information from the Ministry of Energy of Kyrgyzstan.
The project is being implemented with the support of the World Bank and the European Bank for Reconstruction and Development (EBRD).
The number of smart meters will be distributed across districts depending on the population size and electricity consumption levels:
• The Nookat Electric Networks will receive 51,640 meters, which is the maximum number in the region;
• The Kara-Suu Electric Networks will receive 46,319;
• The Alay Electric Networks will receive 14,194;
• The Kara-Kulja Electric Networks will receive 13,060;
• The Uzgen Electric Networks will receive 6,491;
• The Chon-Alai Electric Networks will receive 4,938.
Technical details:
• 133,122 single-phase meters will be installed;
• 799 three-phase meters;
• 2,721 head meters (GPU) and 2,721 concentrators are planned for transformer monitoring.
The goals and benefits of installing smart meters include the following:
• ensuring quality and continuous electricity supply;
• protecting electrical equipment from overloads;
• creating conditions to reduce corruption risks;
• automatic transmission of readings in real-time;
• disconnection in case of exceeding consumption limits or outstanding debts;
• automatic reconnection after debt settlement;
• prompt notification of external interference with the meter's operation.
