New details have emerged in the case of the detention of an FSB employee, involving Turkish businessmen.

In the Talas region, the court decided to keep an employee of the Ministry of Internal Affairs' Internal Investigations Service in custody, who was detained in connection with a case of illegal appropriation of funds from a citizen of Turkey.

According to data published in the State Register of Judicial Acts, the senior investigator of the investigative department of the State National Security Committee (GKNB) for the Talas region filed a petition for a preventive measure against M.E. as part of a criminal case related to large-scale fraud, as provided for in paragraph 4 of part 4 of article 209 of the Criminal Code.

The investigation established that M.E., while working as an operational officer in the Ministry of Internal Affairs' special operations group in the Talas region, used his official position to deceive and abuse the trust of citizens H.K. and A.D.B., which led to the embezzlement of funds.

According to the investigation, M.E., having gained the trust of the foreigners, offered them a 10-hectare plot of land that belonged to his family for the cultivation of a popular variety of eggplant called "Solanum." As a result, a notarized contract was concluded between the victims and M.E.'s father (A.E.), in which M.E. committed to planting, growing, processing, and supplying the harvest. However, after receiving an advance from the victims, M.E. failed to fulfill his obligations and sold the products to third parties.

After his detention, M.E. was placed in the temporary detention facility of the Talas city police department. The decision of the investigating judge of the Talas city court determined the preventive measure as detention until April 20, 2026.

The defendant's lawyer disagreed with the first instance decision and filed an appeal, requesting the cancellation of the arrest and its replacement with a preventive measure not related to imprisonment, such as house arrest.

The defense argues that the defendant has a permanent residence and is registered at his place of residence, as confirmed by documents. He has not previously violated preventive measures and has not hidden from the investigation. M.E. is a law-abiding citizen, working in law enforcement and has two minor children. His spouse is not employed. The defense also pointed out that the defendant does not have visas to leave the country and has not attempted to leave the country. The victims and witnesses did not express demands for M.E. to be kept in custody.

The lawyer noted that the investigator did not present convincing evidence to the court of the possibility of pressure on witnesses or attempts to hide. He believes that the arguments of the investigation are merely assumptions.

The appeal did not have objections. On March 6, 2026, the Talas regional court upheld the first instance court's decision, and M.E. will remain in custody until April 20.

The press service of the GKNB reported on February 25, 2026, about the detention of the operational officer of the Ministry of Internal Affairs' Special Operations Department E.M.A. for the illegal appropriation of funds from a citizen of Turkey.

According to the information from the state committee, in April 2025, the police officer, having gained the trust of the Turkish citizen H.K., received $35,500 from him under the pretext of implementing a project for planting and growing valuable herbaceous plants of the "Solanum" genus with subsequent export to Turkey. The cost of one kilogram of seeds of such plants is reported to be $3,000.

The GKNB also noted that in October 2025, the foreign investor appealed to the Ministry of Internal Affairs requesting measures to be taken regarding the fraud. However, it was reported that without conducting the necessary checks and investigative actions involving the applicant, the investigative authorities of the Ministry of Internal Affairs refused to initiate a criminal case.

On January 27, 2026, the Turkish citizen again appealed to the GKNB on this issue, after which the materials were transferred to the investigative authorities of the GKNB through the prosecutor's office.
