An investor has been found for the six-story building that the former parliament speaker transferred to the state.

In the center of the city of Nookat, an investor has been found for the unfinished six-story building, which was transferred to the state balance with the involvement of the GKNB. Now, the building, which is merely a concrete frame, will be leased for 49 years.

According to information provided by the Nookat mayor's office, the building was transferred to municipal ownership in 2025 thanks to the State Property Management Fund (FUGI). Local authorities estimate that completing the construction and turning the building into a full-fledged shopping center will require between 300 and 400 million soms. As a result of discussions at a session of the city council, it was decided to attract private capital, and the building was handed over to the company "Golden Square".

According to the Ministry of Justice, the head of the LLC "Golden Square" is Talaybek uulu Nurbek, and the founder is Botoyarov Mamasydyk Abdulgulamovich. The main activity of the company is related to the construction of residential and non-residential buildings. It was registered on March 11, 2019, and underwent re-registration on May 28, 2025.

According to the agreements signed, the investor must complete the construction of the shopping center by August 31, 2026, investing about 300 million soms. The Nookat mayor's office emphasizes that the project is being implemented without the use of state funds, and the building is being leased for 49 years, not transferred into ownership.

Upon completion of construction, 3–4 floors will be transferred to the mayor's office for use in municipal needs or for leasing, while the remaining areas will remain under the investor's control for commercial activities. Additionally, the project includes the creation of parking for 50–60 vehicles, which should help address traffic flow issues in the city center.

Construction of this building began in 2004–2008 but was soon frozen. Numerous court disputes between local authorities, the prosecutor's office, and the company owners regarding the return of the land plot and the demolition of the illegal structure lasted for many years. According to municipal estimates, demolishing the building would cost 10–15 million soms.

In July 2025, the GKNB reported that the JSC "EUM" voluntarily transferred a land plot of 0.22 hectares to the state along with a seven-story building. This plot was allocated in 1983 for the construction of a cultural center for 600 seats (total area — 1.2 hectares), but in 2004 it was discovered that part of the territory had been illegally privatized.

The GKNB stated in its report that during the investigation, illegal appropriation of the land plot of 0.22 hectares, on which the construction of the six-story building continued, was established. As a result of operational-search activities, the management of JSC "EUM" agreed to transfer the plot and building to the state balance.

According to the Nookat mayor's office, in 1983, a decision was made to design a cultural center in the village of Eski-Nookat, for which a plot of 1.2 hectares was allocated. However, on April 8, 2004, a resolution was passed at a session of the city council to transfer part of this plot into private ownership.

Issues regarding the land plot and building were raised at a meeting of the Deputy Chairman of the Cabinet of Ministers and the Chairman of the GKNB, Kamchybek Tashiev, with the leaders of the Osh region. He drew attention to the situation with the building owned by Aitibai Tagaev and suggested conducting further investigations on this matter.

According to the State Architectural and Construction Control Department of the Osh region, the construction of the facility began without the necessary permits. All construction projects must be registered and obtain construction permits; otherwise, fines are imposed, as happened with JSC "EUM," which was fined 200,000 soms for unauthorized construction.

The Deputy Akim of the Nookat district, Junus Abilov, reported that there were court disputes regarding the construction project, and local authorities, together with the prosecutor's office, appealed to the court demanding the return of the land plot to its original state, as it previously belonged to the cultural center.

According to the Ministry of Justice, the head of JSC "EUM" is Tagaev Erdolvat Sultanovich, registered on June 11, 1999. His older brother, Aitibai Tagaev, also has significant influence in local politics, having previously served as the Speaker of the Parliament of Kyrgyzstan and the Governor of the Batken region.

Thus, the situation surrounding the unfinished building in Nookat remains complex, with numerous legal and administrative issues requiring resolution.
