The country continues the process of digitizing public services, aimed at simplifying their acquisition by the population and improving information exchange between government structures through a unified platform. The "Government Accelerators" program emphasizes the implementation of innovations. As reported by the "Kabar" agency, one of the significant steps will be the transition of the sanitary book to a digital format, which will enhance the healthcare sector.

Previously, to obtain a sanitary book, citizens had to provide numerous paper documents. However, according to new requirements, documents are gradually being digitized and will now be integrated into the mobile application "Tunduk." The Cabinet of Ministers has tasked the relevant institutions with implementing this reform within the framework of the "Government Accelerators" program, which implies the introduction of an electronic version of the document into the "Sanarip Clinic" system.
According to Chyngyz Beksultanov, the director of the Department of Digital Health and Social Protection at the State Enterprise "Tunduk," the sanitary book currently exists only in paper format.
He also added that for its acquisition, citizens need to contact five different institutions, which takes an average of 8 days. The cost of obtaining it ranges from 50 to 100 soms.

Last year, more than 121,000 medical examinations were conducted for obtaining a sanitary book. Chyngyz Beksultanov noted that digitizing the document will help save citizens between 6 to 12 million soms.
“Currently, to obtain a sanitary book, citizens visit five institutions, which takes 8 working days. The process begins with a visit to the Sanitary and Epidemiological Service, where they receive information about the necessary examinations at the hospital. For example, teachers or café workers undergo examinations and take tests. Then they return to the sanitary service for instructions on sanitary norms. After that, they go back to the hospital to get a stamp confirming that all data has been collected. Only then is the sanitary book handed over to the employer. With the implementation of the 'Government Accelerators' reform, we plan to transfer all stages of obtaining and the document itself to an electronic format within 100 days,” he explained.
Chyngyz Beksultanov emphasizes that the main goal of the reform is to reduce the time spent on obtaining a sanitary book from 8 to 4 days. After the reform is implemented, the number of visits to institutions will decrease from five to two, which will be made possible by the digitization of services.

“After the reform is implemented, citizens will be able to obtain a sanitary book in just 4 days. First, they undergo an examination at the hospital, then with an electronic referral, they take tests. The results will be ready within three days and automatically entered into the digital outpatient card. Citizens will be able to review the instructions for their profession and confirm their acknowledgment by providing the employer's TIN. After the hospital affixes the electronic signature, the sanitary book will be available in the 'Tunduk' mobile application,” he added.
The electronic version of the sanitary book creates convenient conditions for both citizens and employers. Sanitary doctors will be able to quickly check the availability of the document among employees of public catering enterprises through the electronic registry.
Benefits that the reform will provide within three months:
- Reduction of time for citizens
- Cost savings
- Simplification of public services
- Ability to display the document from a mobile phone.
