In the new office, only two rooms are used: one is designated for storing archives, while in the other, four doctors receive patients. However, the room where consultations take place is very small, and the presence of patients makes movement in it practically impossible.
This situation has caused dissatisfaction among people with disabilities and their families, who are forced to deal with inconveniences in the commission's working conditions.
As noted by Jumakan Zharkulova, head of the "Asylay-Ai" disabled people's society, people with disabilities come to this commission, many of whom suffer from incontinence, mental disorders, or cannot sit on uncomfortable chairs in the corridor. The lack of a toilet and water exacerbates their suffering.
"People with disabilities turn to this medical and social expert commission. Just look at the old chairs they wait on. It is extremely difficult for a person with spine problems to sit on such furniture. Although new, modern buildings are being constructed in our city, the conditions for us, people with disabilities, are not improving. Why not provide us with the opportunity to wait on more comfortable furniture? The toilet is far outside, and a seriously ill person simply cannot reach it. There is no toilet inside the building suitable for people with disabilities. Moreover, four doctors receive patients in one small room. We thank the doctors for their work, but the problem lies in the premises themselves. What should we do if a person with epilepsy suddenly has a seizure? Or if a patient with a mental disorder begins to behave aggressively?" she expressed her concerns.
Zharkulova added: "Each doctor should have a separate workspace; this is important. If someone wants to drink or wash their hands, they will have to go outside in search of water. This is unacceptable. Local authorities, when transferring the MSEC to this building, should have taken into account that people with disabilities come here. Why was such an uncomfortable space allocated for them when there are new, beautiful buildings in the city?"
We remind you that the institution moved to the new building in January of this year.
Kanbolot Musaev, head of the Jalal-Abad Interdistrict Medical and Social Expert Commission, confirmed that the working conditions indeed leave much to be desired.
He explained that the previous building was in an emergency state, which was the reason for the move, and that construction of a new office is now beginning.
"We are temporarily located in this building, and the issue with our premises should be resolved within two years. This place is located close to clinic No. 1, which allows citizens to quickly contact the necessary doctors and return back. However, as citizens rightly point out, the problem of cramped conditions does indeed exist," he added.
- The commission employs four doctors and two nurses, and more than 20 patients are received here each day, sometimes their number can reach 5–6. Most often, patients come with companions.
- The services of this institution are available to residents of the Suzak district and the city of Kok-Jangak, as well as the Toguz-Toro district. In the summer, staff go out to the field to conduct citizen receptions. About 4,500 people with disabilities are registered.
