The Speaker of the State Duma discussed migration issues and inter-parliamentary cooperation with the State Duma of the Russian Federation.

The Speaker of the Jogorku Kenesh, Marlen Mamataliyev, today during his official visit to Russia held negotiations with Vyacheslav Volodin, the Chairman of the State Duma.

According to the parliament's press service, the discussion covered political, economic, and cultural aspects, as well as ways to strengthen inter-parliamentary cooperation.

Mamataliyev noted that cooperation between the Jogorku Kenesh and the Federal Assembly is actively developing through various commissions and international platforms.

“We have significant potential, and it is necessary to deepen our interaction in key areas such as energy, investment, transport, industry, and agriculture, as well as to strengthen humanitarian ties,” he added.

In addition, the speaker emphasized a number of important issues:

- legal, safe, and orderly migration;

- expansion of digital accounting through the "Amina" system;

- access for workers to medical insurance;

- exemption of children from language testing;

- simplification of procedures for extending stay periods;

- preservation of benefits for carriers within the EAEU.

He elaborated on the key aspects of migration cooperation.

“First of all, we are interested in safe and orderly labor migration, as well as in protecting the rights of our citizens. Secondly, the implementation of digital accounting through the "Amina" application in Moscow has shown positive results, and we propose to extend this practice to other regions, including accounting for children. There are also issues with printing and the register,” he noted.

Thirdly, the speaker emphasized that the issue of access to mandatory medical insurance for the families of workers remains relevant and requires finding mutually beneficial solutions considering EAEU practices.

“Fourthly, we propose to exempt the children of Kyrgyz citizens from language testing for admission to Russian schools, taking into account the status of the Russian language. Fifthly, there are ongoing difficulties with extending stay periods, so we ask for assistance in simplifying these procedures and developing a mechanism for exclusion from the register of controlled persons without the need to leave the country.

Finally, sixthly, we are concerned about new migration initiatives that may shorten stay periods and tighten conditions, and we consider it important to maintain existing preferences for citizens of EAEU countries, as well as to support the extension of stay periods for international carriers,” Mamataliyev explained.

Volodin, in turn, noted the importance of using different formats of cooperation and the need for further development of relations between the two countries and their peoples.

“The dynamics of relations largely depend on the heads of state, but we must also do everything possible for the legislative consolidation of the agreements reached and to make an additional contribution to cooperation. We have found joint solutions even on the most complex issues when they arose.

We have sought to strengthen trust through dialogue, as it is the foundation for development. The results are impressive: last year, trade turnover increased by more than 25%. This is an excellent indicator. Russia remains a key partner for Kyrgyzstan in this area,” he added.

After the official meeting, specialists and heads of relevant agencies were involved in developing final decisions on the discussed issues.
