Life in the Regions: Talas Lawyer Alymbek Nazekov Discusses the Issues That Concern People the Most Today

Alimbek Nazekov, a lawyer from the Talas region, has been working in this field for 18 years.

In an interview with a Turmush correspondent, he shared his biography, noting that after graduating from school in 1975, he was drafted into the Soviet Army, where he served for two years. He took his first steps in the labor force as a worker at the "Dzhargetal" collective farm, located in the Talas district.

From 1980 to 1985, Nazekov worked in the internal affairs department of the Pervomaysky district in Bishkek.

After that, from 1985 to 1990, he completed his studies at the history faculty of the Kyrgyz State University.

Then Alimbek began his career in education, becoming a teacher in the Issyk-Ata district of Chui region. Gradually, he climbed the career ladder, reaching the position of deputy head of the department of public education. In this role, he proved to be a responsible worker, providing schools with necessary equipment and coordinating repair work, which earned him respect among colleagues and local residents.

Since 2008, he has been working as a lawyer, and from 2021 to 2024, he headed the bar association in the Talas region.

According to Nazekov, the Kyrgyz bar has faced numerous challenges over its 101-year history. "It's easy to say that it's been a hundred years, but behind that lies a whole century of history," he noted.

The management of the bar in Kyrgyzstan was established on March 1, 1925, in Bishkek, and over time, representations appeared in various districts. In the early years of the legal service, there was a shortage of specialists. However, as time went on and the legal service became more in demand, a public organization was created, and the state began to support lawyers by providing them with office space.

After Kyrgyzstan gained independence, reforms were carried out to adapt the bar to modern requirements, and today lawyers successfully fulfill their duties.

In the Talas region, legal assistance is provided by 20 specialists. We strive to fulfill our obligations in accordance with the Constitution and the law on legal practice. Our organization is not state-owned, so we receive compensation from clients based on the volume of work performed. We provide services in civil, administrative, and criminal cases in accordance with the law.

The work of a lawyer involves ensuring the safety of society and protecting the rights of citizens protected by law. We are also obliged to maintain the confidentiality of each client's personal information, as enshrined in the Constitution. Due to various life circumstances, citizens and legal entities turn to us for help," said A. Nazekov.

He also noted that recently there has been an increase in requests regarding family matters: "These are mainly cases of divorce, alimony, and property division. It is especially difficult when the spouses have minor children. My colleagues and I try to reconcile the parties and keep the family together, but unfortunately, this often does not succeed, and divorces are becoming more frequent. We worry about the future of the children and wonder what it will be like.

Sometimes there are positive outcomes as well. This gives me strength and inspiration to continue my work," he added.

"In 2024, in the Kara-Buurin district court, I represented the plaintiff in a divorce and property division case. The couple had two sons, and my task was to achieve a divorce and property division in the client's interest. However, considering the children's interests, I changed my approach and did everything possible to reconcile the spouses, which ultimately yielded results: the family stayed together and continues to raise their sons jointly. I consider this case a good example," shared the lawyer.

A. Nazekov emphasized that lawyers and courts always strive to preserve the family, understanding that it is an important part of society.

According to the law adopted in 2017, legal assistance is provided to low-income citizens in Kyrgyzstan. Within the framework of this law, 8 lawyers work who provide free consultations and legal assistance in court proceedings at the state's expense. A. Nazekov noted that there have been no cases of dissatisfaction from citizens receiving such assistance.
