The deputy called for attention to the provision of preferential medical assistance to migrants within the EAEU framework.

At the meeting of the Committee on Labor, Health, Women's Affairs, and Social Issues, Deputy Gulnara Baatyrova emphasized the importance of providing medical assistance to labor migrants within the framework of the Eurasian Economic Union.

According to Azamat Mukhanov, director of the Mandatory Health Insurance Fund, migrants have the right to preferential medical services according to the EAEU regulations; however, in practice, this right is often not realized.

“In particular, there is a problem with the enforcement of mandatory health insurance (MHI) norms for Kyrgyz citizens in Russia. This occurs despite the requirements of Article 96 of the EAEU treaty. Due to the failure to fulfill MHI obligations, lawsuits have been filed in Russian courts. This issue was also raised last November during the visit of Russian Deputy Prime Minister Alexey Overchuk to Bishkek,” he added.

Furthermore, the deputy highlighted the category of migrants without employment contracts, who face the greatest difficulties in accessing medical assistance. This situation requires additional intergovernmental regulation.
