Troy Minerals to Begin Extraction of High-Purity Quartz Ore in Mongolia

This resource, being strategically important and scarce, significantly depends on imports to China. It plays a key role in new high-tech industries such as semiconductors and photovoltaic systems, making it indispensable for national competitiveness in high technology.

Troy Minerals announced that it has received a mining permit for its "Tsagaan Zalaa" project in Mongolia and has begun negotiations for raw material supplies.

Troy Minerals Inc. (CSE:TROY)(OTCQB:TROYF)(FSE:VJ3) reports progress in obtaining operational and mining permits for its quartz mining project Tsagaan Zalaa, located in the Dornogovi province in southeastern Mongolia.

Troy's local partner, Grand Samsara Consulting LLC, has successfully completed key stages of the permitting process after registering high-purity quartz (HPQ) resources with the Mineral Resources and Petroleum Authority of Mongolia under the Ministry of Industry and Mineral Resources.

The registration, which received approval from a council of 15 members appointed by the Ministry, is an important step toward obtaining a mining license. Grand Samsara has been informed that the license certificate will be issued in early November 2025.

Regional Infrastructure and Strategic Location


The "Tsagaan Zalaa" project is located in the Sayhandulaan sum of Dornogovi province, approximately 95 kilometers west of Sainshand, the administrative center of the region.


Sainshand is located along the Trans-Mongolian highway and railway, which connect Ulaanbaatar with China, providing direct routes for the export of industrial minerals. Being only 200 kilometers from the Chinese border, Sainshand is an important logistics and processing center for Mongolian minerals, including silicon.

Next Steps in the Permitting Process


Key components necessary for obtaining operational and mining permits are either completed or in progress according to schedule. The final submission of documents is planned for December 2025.

· Feasibility studies for the use and export of mineral resources have been completed,

· An environmental impact study is underway (completion expected in November 2025),

· Agreement with local government, including a corporate social responsibility plan (in progress, completion in November 2025),

· Preparation of an application for blasting permits and land quality assurance plans (in progress, completion in December 2025),

· An environmental management plan and emergency response plan are being developed (completion expected in November 2025).

At the same time, Troy has begun negotiations with HPQ experts and potential supply partners in Central and Eastern Asia. This includes sampling for metallurgical analysis by independent Chinese laboratories and preliminary assessments with participants in the solar and semiconductor supply chains. Based on current successes and recent meetings with Mongolian authorities, Troy expects to receive a mining operational permit by the end of 2025 or early 2026.
