Tokayev called for the restoration of global trust, UN reform, and strengthening the role of middle powers

In his speech to students, scholars, and diplomats, Tokayev shared his vision for Kazakhstan in the context of restoring global strategic trust amid rising geopolitical tensions. He proposed new ideas for strengthening multilateral cooperation, the press service of Akorda reports.

The President noted: “I perceive this event as a manifestation of trust in Kazakhstan's growing international role and recognition of our ongoing work to uphold multilateralism and global stability.”

Harmony, Stability, and the Modern World


Tokayev warned that the world is currently experiencing the highest level of conflicts in recent decades.

He pointed out that “the number and intensity of armed conflicts have reached record levels, and global military spending last year amounted to $2.7 trillion.” In his opinion, the deepening rivalry among major powers has complicated the work of the UN Security Council in resolving serious conflicts.

UN Reform as a Necessary Step


The President emphasized that for international institutions to work effectively, trust and predictability must be restored.

“Modern challenges cannot be addressed by one state alone; only joint actions can lead to long-term solutions. In this context, the UN must continue to play a central role as a universal organization,” he noted.

Tokayev added that geopolitical polarization has undermined the potential of the UN, making its reform extremely relevant.

“Substantive changes must begin with reaffirming commitment to the UN Charter. However, some of its provisions are already outdated and do not reflect modern reality, including those that are unfair to Japan and other countries actively involved in the Organization's activities,” the president stated, emphasizing the importance of responsible dialogue on updating the Charter.

The Role of Middle Powers in International Politics


Tokayev called for increasing the representation of middle powers from Asia, Africa, and Latin America in the UN Security Council.

“Kazakhstan sees its foreign policy mission in this role, conducting balanced and constructive diplomacy focused on our national interests,” he noted.

The head of state confirmed that Kazakhstan's foreign policy is built on cooperative relations with neighbors and key partners.

Nuclear Disarmament: A Shared Responsibility


Discussing nuclear security issues, Tokayev emphasized the unique moral authority of Kazakhstan and Japan.

“Hiroshima, Nagasaki, and Semipalatinsk remind us of the high cost of nuclear responsibility. Global security cannot be based on nuclear deterrence,” he stated, calling for high-level dialogue among nuclear powers and accelerating the disarmament process.

Artificial Intelligence and the Future


Tokayev also touched on the opportunities and risks associated with artificial intelligence, including unequal access to technologies and threats of their misuse.

“The UN must take a central coordinating position, as it did in establishing global norms in nuclear security and civil aviation,” he added.

In conclusion, Tokayev proposed creating a regional office of the UN University in Almaty, which would focus on water and climate security, conflict prevention, sustainable development, and artificial intelligence governance.
