The countries of the European Union have reached an agreement to allocate 90 billion euros as financial support for Ukraine for the years 2026-2027, as announced by the President of the European Council, António Costa.

Costa confirmed this in his message on the social network X, noting: "We have reached an agreement. The decision to allocate 90 billion euros to assist Ukraine has been made. We have fulfilled our commitments." Link to the message

The funds will be part of the EU budget and will help Ukraine address its current financial needs. Additionally, as Costa pointed out, the European Union reserves the right to use frozen Russian assets to repay this loan.

German Chancellor Friedrich Merz clarified that Ukraine will only be able to repay the loan after Russia compensates for the damage caused by the war. In the event of Moscow refusing these payments, the EU plans to use frozen Russian assets to cover Ukraine's debt.

Earlier, the EU Council temporarily prohibited the transfer of frozen assets back to Russia, and this ban will remain in effect as long as there is a risk of worsening economic conditions in the Union due to Russia's actions in the context of the conflict.

On the same day, the Central Bank of Russia filed a lawsuit in a Moscow court against Euroclear.
