On the second day of negotiations in Berlin, the USA outlined its commitments, which are expected to be challenged by Russian officials. This could be a significant step towards resolving one of the main obstacles for Ukraine on its path to signing a peace agreement with Russia.

German Chancellor Friedrich Merz noted: “The legal and material guarantees proposed by the USA are indeed impressive. This is important progress, which I welcome with pleasure.”
According to Axios, “90%” of the issues between the USA and Ukraine have already been resolved, but some topics require further discussion.

One American official stated that negotiations might take place in the USA this weekend, possibly in Miami, where military specialists will analyze maps and details.

Some US representatives noted that their Ukrainian and European colleagues were surprised at how far the Americans were willing to go on security issues and suggested that Russia might agree to such terms.

Senator Lindsey Graham and other Trump allies are urging the administration to present a security guarantee package for a vote in the Senate. If the package is approved, it will send a strong signal of support for Kyiv, regardless of who holds the presidency.

Graham stated in an interview: “If a security agreement emerges that Ukraine can support and that prevents a new conflict, it will receive significant support in the Senate. If Ukraine supports this, and Europe is on board, then I think most Democrats will support it as well. And with Trump's support — so will the Republicans.”

At the same time, he clarified that such a vote would not necessarily create a full-fledged international treaty with Ukraine.

“It will be legislative approval from Congress that will remain even after Trump,” he added.

American officials told The Guardian about their hopes that Russia would agree to an agreement with Ukraine this weekend. It was previously reported that US representatives expect Russia to be ready to agree to Ukraine's accession to the European Union, as “90%” of the disagreements have already been resolved.

However, the final decision on territorial issues, as emphasized in the USA, “will depend on Ukraine.”
