Axios: The U.S. is ready to provide Ukraine with security guarantees similar to NATO's Article 5

According to a senior representative of the American administration, Washington intends to offer Kyiv reliable guarantees that will not be a blank check. In order for these guarantees to have binding legal force, the American side is ready to bring this issue to a vote in Congress.

It is expected that three separate agreements will be concluded: on peace, on security guarantees, and on the reconstruction of Ukraine, all of which require approval from the U.S. Congress.

Axios reports that the peace plan from Washington envisions Ukraine maintaining control over 80% of its territory, while 20% will have to be relinquished.

A U.S. administration representative stated: "Under the current proposal, the war will end with Ukraine retaining sovereignty over 80% of its territory, receiving the most significant and reliable security guarantees in its history, and a comprehensive package of measures to ensure prosperity."

However, Axios notes that several European leaders are advising Ukrainian President Volodymyr Zelensky not to rush into signing an agreement, especially if it includes territorial concessions. It is also unclear how Russia will respond to Washington's proposals.

According to the publication, the U.S. is pressuring Kyiv to approve the "peace plan," but the issue of territorial concessions remains the main problem. The American administration is confident that the parties are close to an agreement on other points.

Article 5 of the North Atlantic Treaty states that an armed attack against one of NATO's members is considered an attack against all alliance participants and implies an obligation to provide assistance.
