Zelensky: The Peace Plan for Ukraine has been reduced from 28 to 20 points

The President noted that the reduction of the plan occurred as a result of detailed discussions, during which some points that did not support Ukrainian interests were excluded. As reported by the Interfax-Ukraine agency, Zelensky emphasized that the American side is inclined to seek compromises, but there remain complex issues regarding territorial disputes, for which an agreement has not yet been reached.

Zelensky also highlighted that Ukraine cannot concede its territories either according to the constitution or international law.

Furthermore, as reported by Suspilne, the president discussed the topic of security guarantees, noting that the most reliable guarantees Ukraine can receive are precisely from the USA. He added that these guarantees should be based on real commitments, not empty promises, and it is preferable that they be approved by the U.S. Congress.

According to the president, the Ukrainian side plans to finalize the peace plan by the evening of December 9 and then present it to the American side. “Our advisors will work on the final version, which will be brought by the Secretary of the National Security and Defense Council of Ukraine, Rustem Umerov. Advisors from Europe will also be included in this process. I am confident that tomorrow we will complete the work and submit the plan to the USA,” Zelensky stated, as quoted by RBC-Ukraine.

From December 4 to 6, Ukrainian representatives, including the Secretary of the National Security and Defense Council Rustem Umerov and Chief of the General Staff of the Armed Forces of Ukraine Andriy Hnatov, held negotiations with the American side in Miami. The negotiations involved U.S. President Donald Trump's special envoy Stephen Witkoff and the president's son-in-law Jared Kushner. On the third day, Zelensky also joined the discussion, stating that he had a “long and substantive phone conversation.”
