Tokayev: Kazakhstan is finally parting ways with the super-presidential form of governance

Tokayev emphasized that the new norms contained in the draft Constitution will contribute to the consistent and logical development of the country's political system, based on the concept of "Strong president – influential parliament – accountable government."

He noted that the analysis of political reforms in recent years confirms the definitive shift of Kazakhstan from the super-presidential model to a presidential republic, where the parliament will play a more active role.

The president also added that the proposed changes to the Constitution reflect the need for a complete reboot of the constitutional foundations of the state, continuing the process that began in 2019.

As Tokayev explained, the innovations in the Basic Law will allow for the redistribution of powers within the state authority and improve the balance of the system of checks and balances, which, in turn, will enhance the effectiveness of all political institutions.

“The principle of ‘the state for the person, not the person for the state’ has taken on clearer outlines in the draft of the new Constitution,” noted Tokayev.

The draft of the new constitution was presented on January 31 and includes changes to 77 out of 101 existing articles. A special Constitutional Commission, consisting of 130 members and headed by the chairman of the Constitutional Court, is responsible for implementing this reform.

A key point of the reform was Tokayev's initiative to transition to a unicameral parliament, announced in his address to the people on September 8, 2025. Currently, the parliament consists of two chambers — the Senate and the Mazhilis.
