Rafael Grossi noted that despite the lack of evidence of Iran developing a nuclear bomb, the presence of significant stocks of enriched uranium, close to the levels necessary for weapons, and Tehran's refusal to provide full information to inspectors raises serious concerns. He added that the agency will not be able to verify the peaceful nature of Iran's nuclear program until it receives the necessary access to inspections.

A surge in tensions in the Middle East occurred on February 28, when the United States and Israel began military actions against Iran. U.S. President Donald Trump stated that the aim of these operations is to prevent Tehran from developing nuclear weapons. In response, Iran carried out missile and drone attacks on Israel and Gulf countries where American military bases are located.

Negotiations on the nuclear program between Iran and the U.S. began on February 6 in Oman. Trump called on Iran to reach a "fair and equitable" agreement, implying a complete abandonment of nuclear ambitions, and warned of the possible deployment of American ships to the region. According to media reports, on February 26, Iran proposed to temporarily suspend the uranium enrichment process to reach a compromise.
