The Supreme Court and the Main Department for Combating Organized Crime of the Ministry of Internal Affairs Discussed the State of Cybercrime in Kyrgyzstan

On February 11, a meeting was held at the Supreme Court building, where Supreme Court judges met with representatives of the Main Department for Combating Organized Crime of the Ministry of Internal Affairs. This was reported by the press service of the Supreme Court.

Under the chairmanship of Nurlan Musaev, Deputy Chairman of the Supreme Court, judges working in criminal, civil, and economic panels participated in the discussion, along with employees of the Main Department for Combating Organized Crime of the Ministry of Internal Affairs.

The topics of the meeting included the current state of cybercrime in the country, the main types of internet fraud, and issues of cooperation between the judicial system and law enforcement agencies in the context of digital transformation.

Representatives of the Ministry of Internal Affairs spoke about the most common forms of cybercrime in Kyrgyzstan. These include fraud via phone and messaging apps, where criminals impersonate bank or law enforcement officials to obtain SMS codes and funds; phishing, which uses fake websites to steal bank card information; hacking accounts in popular messaging apps and social networks to send messages on behalf of acquaintances; as well as "investment scams" that promise high returns on investments in cryptocurrency and other financial projects, after which the funds disappear.

In Kyrgyzstan, legislation regarding fraud has been tightened, and criminal liability for "dropper" activities—using front persons to cash out criminal proceeds—has been introduced. Issues related to money laundering through cryptocurrency exchanges and new challenges associated with the use of crypto assets for concealing criminal proceeds and their legalization were also discussed.
