During the investigation conducted by the State National Security Committee, an organized corruption scheme related to forensic psychiatric examinations was uncovered. In particular, employees of the Republican Center for Psychiatry and Narcology, acting in the interests of defendants in serious criminal cases, fraudulently assigned the status of "insane" for monetary rewards, allowing them to evade criminal liability.
According to available information, in mid-2025, six expert doctors from the center conducted two forensic psychiatric examinations regarding citizen M.A.A., who was accused under Article 282 of the Criminal Code of the Kyrgyz Republic (illegal manufacture of drugs). As a result, they received 1.5 million soms from her relatives and twice declared her insane to avoid criminal prosecution.
As a result of this case, on December 10 of this year, the GKNB detained six expert doctors - A.Dzh. (born in 1950), Sh.N.T. (born in 1966), Ch.Yu.V. (born in 1969), K.Zh.R. (born in 1971), S.L.L. (born in 1972), and Z.M.D. (born in 1997), who conducted the specified examinations.
The State Committee continues its actions to identify other officials involved in this corruption scheme at the RCPN.
