A corruption scheme related to the illegal receipt of funds for the preparation of commissioning acts was identified and suppressed in the State Architectural and Construction Control Department of Bishkek, as well as in the Fire Supervision Service of the Ministry of Emergency Situations of the Kyrgyz Republic for Bishkek and the Chuy region. This was reported by the State National Security Committee (GKNB) of Kyrgyzstan.
Inspector A.T.D. from the State Architectural and Construction Control Department of Bishkek, together with senior inspector S.M.A. from the Fire Supervision Service for Bishkek and the Chuy region, acting in collusion, deliberately delayed the approval and signing of the commissioning act for a sewing workshop in the capital. For his assistance in signing the act, A.T.D. demanded 2,000 US dollars from a citizen of the Kyrgyz Republic.
Meanwhile, S.M.A. requested an amount of 27,000 soms, which was to be transferred via the mobile application "Mbank".
Based on the collected information, a criminal case was initiated on the fact of extortion of a bribe, as provided for in paragraph 1 of part 2 of article 343 of the Criminal Code of the Kyrgyz Republic. On November 5, 2025, during investigative and operational activities, A.T.D. and S.M.A. were caught red-handed while receiving money.
Both detainees have been placed in the temporary detention facility of the GKNB of the Kyrgyz Republic. Investigative actions are ongoing within the framework of the criminal case aimed at establishing the possible involvement of other individuals in this corruption scheme.
The GKNB of the Kyrgyz Republic emphasizes that it continues its targeted fight against corruption among public officials and reminds of the amendments to legislation aimed at tightening measures against manifestations of corruption.
