A corruption scheme has been uncovered in Kyrgyzstan, operating within the Republican Center for Psychiatry and Narcology, organized by officials from the Internal Affairs Department of the Lenin District of the capital. This was reported by the State Committee for National Security (GKNB) of Kyrgyzstan.
During the investigation of the criminal case, it was found that a psychological expert from the RCPN of the Ministry of Health of the Kyrgyz Republic, known as "A.Ch.Sh.", born in 1975, together with the deputy head of the investigative service of the Internal Affairs Department of the Lenin District "A.u.J.", born in 1994, created a stable corruption scheme. Their goal was the illegal recognition of defendants in serious crimes as "mentally insane," which allowed them to evade criminal liability.
In January 2025, a citizen of Kyrgyzstan "M.A.A.", born in 2007, was detained in Bishkek on suspicion of drug trafficking. During the investigation, the deputy head of the investigative service "A.u.J." extorted a large sum of money amounting to 1.5 million soms from the relatives of the detainee. Then, in collusion with the psychologist "A.Ch.Sh.", a false conclusion of an experimental psychological examination was forged, as a result of which the detainee was twice declared "insane" during the forensic psychiatric examination.
On October 23 and 30, 2025, within the framework of this criminal case, the former deputy head of the investigative service "A.u.J." and the psychological expert "A.Ch.Sh." were detained and placed in the isolation facility of the GKNB of Kyrgyzstan. Investigative actions are ongoing to identify other participants in this corruption scheme among the staff of the RCPN of the Ministry of Health of the Kyrgyz Republic and the Internal Affairs Department.
