According to the press center of the State Committee for National Security, a corruption scheme has been uncovered at the RCNP of the Ministry of Health, involving employees of the Internal Affairs Department of the Lenin District of Bishkek.
The investigation suggests that the psychologist-expert of the RCNP, A. Ch. Sh., born in 1975, in collusion with the deputy head of the investigative service of the Internal Affairs Department of the Lenin District, A. u. Zh., born in 1994, developed a mechanism for the illegal recognition of defendants in serious crimes as mentally incompetent, in order to evade criminal responsibility.
In particular, in January 2025, employees of the Bishkek GUVD detained a citizen of Kyrgyzstan, M. A. A., born in 2007, who was suspected of drug trafficking.
According to the GKNB, during the investigation, the deputy head of the investigative service of the Internal Affairs Department of the Lenin District, A. u. Zh., extorted 1.5 million soms from the relatives of the detainee, after which, in collusion with the psychologist-expert A. Ch. Sh., they forged a conclusion about the mental state of the detainee. As a result, the forensic psychiatric examination recognized M. A. A. as twice mentally incompetent.
On October 23 and 30 of this year, both the former deputy head of the investigative service of the Internal Affairs Department of the Lenin District, A. u. Zh., and the psychologist-expert of the RCNP, A. Ch. Sh., were detained and placed in the GKNB detention center as part of the criminal case. Investigative actions are ongoing to identify other participants in the corruption scheme among the employees of the RCNP and the Internal Affairs Department.
