The State Committee for National Security of the Kyrgyz Republic (SCNS KR) has uncovered a corruption scheme in which forensic psychiatric experts from the Republican Center for Psychiatry and Narcology, acting for a reward, evaded criminal liability for defendants charged with serious articles of the Criminal Code. The experts declared such individuals "insane."
During the investigation of the criminal case, it became known that in July 2025, a group of six expert doctors from the RCPN under the Ministry of Health conducted two forensic psychiatric examinations regarding a citizen of the Kyrgyz Republic with the initials "M.A.A.", who was accused under Article 282 ("Illegal manufacture of narcotic drugs, psychotropic substances, and their analogs for the purpose of sale") of the Criminal Code of the KR. These experts, having received 1.5 million soms from the relatives of the accused, twice declared her insane, which allowed her to avoid criminal liability.
Six expert doctors involved in this case were detained on December 10, 2025, and placed in the SCNS KR detention center. Among them are "A.Dzh.", born in 1950; "Sh.N.T.", born in 1966; "Ch.Yu.V.", born in 1969; "K.Zh.R.", born in 1971; "S.L.L.", born in 1972; and "Z.M.D.", born in 1997.






Currently, the SCNS KR continues to conduct operational investigative activities aimed at identifying other officials of the RCPN under the Ministry of Health who may have been involved in this corruption scheme.
